「越」亮代表我的心：前鎮科技產業園區國際移工關懷活動 The Moon Represents My Heart: Care for Vietnamese Migrant Workers at Cian-jhen Technology Industrial Park

(2022/08/17 高雄前鎮，季慕華撰稿) 因疫情而中斷一年半的關懷國際移工活動，終於在今天熱鬧登場。特別感謝經濟部加工出口區管理處高雄分處吳大川分處長、高雄市前鎮區衛生所蔡孟純所長，以及台灣典範半導體股份有限公司管理處黃思翰處長的促成和今天的參與。這幾週文藻的越南籍小螺絲釘們由阮清廉老師指導翻譯，徐慧韻老師和梅馨云老師指導活動設計和密集排練，今天一行十人抵達園區新穎的國際會議廳，在管理處課長李勇松課長，郭法伶小姐，戴國順先生等多位人員全程協助下，展開一小時半的活動。此次活動對象為越南籍移工，約40人，以女性為主，來自典範公司。吳大川分處長特別致歡迎詞，並提到移工人才留用計畫，和進行中的宿舍改建，不只為移工提供更好的居住空間，還要帶入生涯願景。文藻則由季慕華老師代表致詞，將心比心希望帶給移工三顆心：工作「小心」、家人「安心」、生活「開心」。

移工們剛下了大夜班，因此在簡短的致詞、致謝和贈禮、大合照之後，由兩位主持人展開破冰活動，有成語搶答和越語版「月亮代表我的心」，用鄉音甦醒疲勞的身心。活動主軸一是職安宣導，由勞檢員王崇丞技正透過越語配音影片，宣導防夾防捲的安全觀念。主軸二是前鎮衛生所的衛教宣導，先由李護理師介紹登革熱的病徵、病源與病媒、和預防，特別提醒移工宿舍容易被忽略的角落、相關罰則、和就近的照護網；另外，陳護理師介紹愛滋病的自我防護觀念，避免引發不必要的恐慌或延誤就醫，並強調個資保密，和及早診斷與治療的重要性。對移工而言，群體的健康尤其重要，還要靠很多的個人共同維護。例如，呼吸道受感染時戴口罩、或生病休息不上班，可以降低傳染他人的機率。最後的交通安全部分，強調騎乘電動車新規定，能大幅降低交通事故的受傷情況。

整個活動，由紅玉和家欣以華語和越語主持和串場表演，玉萊和紅絨負責越語翻譯和口譯，東東和友立攝影。過程中難免有一些小混亂，也都一一化解，例如：講者的小脫稿，由阮清廉老師及時接手補充；移工玩Kahoot 時的操作不順，志工能快速走動，個別協助登入。看到移工們專注聽講，和搶答、玩遊戲的熱烈反應，小螺絲釘們也信心大增，翻譯和帶動活動都更起勁。希望這次經驗的累積，為下一次的志工關懷打下基礎連結，替移工、產業、公眾服務、學界、開啟多贏局面。 (2022/08/17 Cianjhen, Kaohsiung, written by Yolanda Chi) Due to the Covid-19 pandemic, our care for international migrant workers had been postponed for a year and a half until today when an event was finally launched. We feel grateful for Director Ta-chuan Wu of Kaohsing Branch Export Processing Zone Administration, Ministry of Economic Affairs, Director Meng-chun Tsai of Cianjhen District Public Health Center, Kaohsiung City, and Administration Director Sam Huang of Taiwan IC Packaging Corporation; without their support and attendance, the event would not be such a success. On Wenzao’s side, in the past few weeks, the Vietnamese student volunteers had been working hard on translation and interpretation under the guidance of Prof. Thanh Tiem Nguyen, and on activity design and intensive training under Prof. Elodie Hsu and Ms. Angie Mei. This morning a group of 10 people in total arrived at the newly completed International Conference Hall at the Industrial Park. Assisted by Section Chief Yung-sung Li, Ms. Faling Guo, and Mr. Guo-shun Tai from the beginning to the end, the USR team conducted the program for an hour and a half. The target participants were mostly female Vietnamese migrant workers from Taiwan IC Packaging Corporation, around 40 in number. Director Wu especially gave welcoming remarks to them and mentioned the on-going dormitory reconstruction and the “talent bank project,” which aimed at not only providing better living space and facilities but also a career vision for migrant workers. On behalf of Wenzao, Ms. Yolanda delivered the message of “heart to heart empathy,” wishing them three hearts: to work with “a safety-centered heart,” to give family members “an unworried heart,” and to enjoy life with “a happy heart.”

As these migrant workers had just finished their night-shift, immediately after the brief remarks, exchange of gifts and thanks, and photo-taking, the two hosts started the ice-breaking. There were quizzes about sayings and a popular Taiwanese song sung in Vietnamese, “The Moon Represents My Heart”, to refresh and exhausted mind and soul in the native language. The first theme of the event was work safety, introduced by Labor Safety Inspector Chung-chang Wang through a video dubbed in Vietnamese to show how to avoid being rolled into machinery. The second theme was health education and promotion conducted by Cianjhen District Public Health Center. Registered Professional Nurse Li first introduced the topic of Dengue fever, including symptoms, cause and vectors, and prevention. She reminded residents in the dormitory to check on some easily neglected corners, to pay attention to the regulations and fines, and to make use of the neighboring medical care networks for health care. Another topic was the prevention of AIDS introduced by RPN Chen, featuring on self-protection and avoidance of irrational fears or delay in seeking medical care. She emphasized the protection of privacy and patient data upon seeking medical attention and taking tests, and also the importance of gaining early diagnoses and treatment. For migrant workers, the health of the whole group is particularly important because it relies heavily on the joint efforts of many individuals. For example, when feeling infected in the respiratory tract, wearing masks or staying home instead of going to work could reduce significantly the possibilities of infecting others. The last part of the program was traffic safety, with emphasis on the new regulations of riding electric bikes, which would greatly reduce injuries in traffic accidents

The whole event was hosted by Hung-yu and Chia-sin, who spoke alternatively in Chinese and Vietnamese and linked the various sessions with interesting skits. Yu-lai and Hung-jung were in charge of translation and interpretation into Vietnamese, while Dung-dung and Yo-li were in charge of photography and videos. Although there had been some minor problems during the process, they were all solved one by one. For example, some content changes or digressions by the speakers were soon fixed either by volunteers or by Prof. Nguyen. When playing Kahoot, volunteers were able to quickly move around to help individual participants with logging in. When they saw migrant workers concentrate on the talks, or actively take quizzes and join the games, volunteers grew more confident and became more fluent in interpretation and more energetic in leading the activities. Finally it is expected that today’s experience would lay the foundation for the following service and care for the international migrant workers, creating a win-win stage for migrant workers, industry, public service, and education.
