跨域教師社群饗宴來囉！

如何應用品管力、資訊力與研創力來進行綠能與智慧醫療雙生轉型楊宗龍醫師現任高雄榮民總醫院品管中心主任及高榮研創中心創新長。

楊醫師於2006年為高雄榮總建置醫學影像私有雲，開啟影像醫學次專科醫師遠距影像報告服務。此專案亦贏得 2006年高雄市醫師公會高杏獎。2011年以H.E.L.P. (Healthcare Enhancement and Leverage Platform) 醫療照護資訊強化優勢平台代表高雄榮總參加第三屆政府服務品質獎競賽，獲得服務規劃類優勝；同年，以相同主題參加FutureGOV Awards年度最佳醫療機構評比，入圍前五名。並利用H.E.L.P.平台協助創建乳房健康中心，成立婦女友善門診，獲馬總統親臨剪綵。

2017年楊醫師奉派建立高雄榮總研創中心，全心主導高雄榮總創新作為的發展。楊醫師也是高雄榮民總醫院影像傳輸管理系統的創建者和架構師，2019年協助高雄榮民總醫院接續榮獲2019 生策會國家新創獎，2019醫策會國家醫療品質獎、醫學中心唯一特優醫院與智慧醫院全機構認證等。楊醫師兼掌品管與創研，以二者的互補與加乘，導入醫療數位轉型。持續將AI落地至臨床場域，是一位將智慧醫療的思維、系統、新知與場域經驗灌注醫療創新的追求者。

4/22 WHC-USR Teachers’ Community:How to apply strengths in quality control, information technology and research-innovation power to proceed with twin-approach transformation in medical science through green energy and artificial intelligence

Dr. Tseng-lung Yang is currently Director of the Quality Control Center and Chief Innovation Officer of the Research and Innovation Center, Kaohsiung Veterans General Hospital (KVGH). In 2006 Dr. Yang implemented a medical imaging cloud server for KVGH, initiating the service of distance imaging reports on medical specialist sub-category, and winning the 2006 award offered by Kaohsiung Medical Association. In 2011, with H.E.L.P. (Healthcare Enhancement and Leverage Platform), which is an IT enhancement platform for healthcare, he represented KVGH in the 3rd Government Sector Service Contest, and was awarded for excellence in the category of service planning. Continuing the topic in the same year, he entered the contest of FutureGOV Awards, in which KVGH was listed among the best five healthcare institutions. Employing the H.E.L.P. platform to provide a women-friendly clinic, the Breast Health Center was established and honored by President Ying-jeou Ma’s arrival in person for the ribbon cutting opening. In 2017, Dr. Yang was assigned the mission to establish KVGH’s Research and Innovation Center, and he was fully dedicated to taking lead in the innovative approach. Dr. Yang was the founder and the framework builder of the KVGH’s imaging transmission and management system, contributing to several KVGH’s honors such as the 2019 National Innovation Award by the Institute for Biotechnology and Medicine Industry, the 2019 National Healthcare Quality Award by the Joint Commission of Taiwan, and the only medical center to be awarded a superb hospital status, and the accreditation for whole-institution artificial intelligentization. Dr. Yang is in charge of both quality control and innovation research, the functions of which could be complemented and multiplied by each other in order to induce healthcare digital transformation. Adhering to the ideal of AI’s being fully rooted at clinical sites, he is a determined pursuer of healthcare innovation, who combines the AI mindset, system design, new technological development with on-the-site experience.
