On October 15, 2021, Ching-Hwa Tsai, the Deputy Minister of the Ministry of Education, was invited to speak at the teacher community of WHC-USR and brought a rich educational vision to everyone. As the first foreign language university in Taiwan, Wenzao Ursuline University of Languages is also a key school in southern Taiwan dedicated to cultivating foreign language talents. Its teaching philosophy is to improve students’ foreign language ability; however, in the face of declining birthrates, all colleges in Taiwan have invested in this “foreign language” battlefield in order to attain more students. With many competitors, Wenzao Ursuline University of Languages has continuously improved its resources and is ready to defend its position as a foreign language university.
Deputy Minister Tsai, who is in charge of bilingual national education policies for high school and below, said: “The urban-rural gap has always been a problem that makes it difficult to implement a comprehensive education policy. Therefore, through digital learning, the assistance of technology is particularly important.” Under the impact of the coronavirus epidemic, many middle schools and elementary schools across Taiwan have closed classes but continued learning online. Therefore, it is extremely important that teachers can achieve the results of traditional classroom learning through the computer. Many rural areas do not even have a formal English teacher, let alone teach in a foreign language. Through the impact of this epidemic, we realize that a talent with professional teaching ability in foreign languages, and a talented person with both scientific and technological aspects, is particularly important.
With the popularization of English in the future, the cooperation between domestic universities and foreign universities will not only involve exchange students studying abroad, but also hope that there will be more project cooperation, special research, and courses prepared by local school teachers and foreign teachers. Moreover, through the training courses of foreign language teaching, we can create professional talents who can interact with students, and can also use technologies to help students conduct tests and reduce learning costs. I also look forward to cooperating with English online platforms to develop more learning software, integrating foreign language learning into life, and creating a natural and convenient learning environment.
Learning is no longer a difficult road with many obstacles. Online teaching allows you to enjoy first-hand teaching around the clock, easily making foreign languages a part of your life. In particular, Wenzao Ursuline University of Languages has a Digital Department. The perfect combination of foreign language teaching and practical computer technology is believed to further cultivate many foreign language teaching talents. It emphasizes that students use English as a communication tool and technology for international cooperation and exchanges. Under the integrated “foreign language + professional” learning strategy, this combination will cultivate students’ international communication and management skills. In the future, through courses taught through English as Medium of Instruction (EMI) in the college, we will continue to guide students to obtain English language certificates, improve students’ international mobility and communication skills, and cultivate more cross-discipline talents.
For this national policy, Wenzao is ready to take on the challenge of teaching in English and cultivating international talents. The university has allocated a number of teaching resources to strengthen the teaching and learning atmosphere. In addition, it assists various departments and centers to plan and implement goals, establish Department-level EMI courses, improve the results of EMI teaching, and fully integrate with the world! The teachers attending the meeting were deeply inspired and are willing to accept the challenges together, hoping to become an important base for the country to promote bilingual learning in southern Taiwan!
