團結一心,服務弱勢,展望未來 By 陳泰良老師、季慕華老師
今天晚上,文藻USR團隊(廖俊芳老師,蔡一峰老師,陳立言老師,翁一珍老師,季慕華老師,陳泰良老師,林思如助理)與長期合作夥伴—高雄市立小港醫院管理團隊(郭昭宏院長,洪志興副院長,陳煌麒醫秘,陳俊鴻主任,李庚恕主任,蘇柏安組長,蘇雅慧助理、江柏橙助理)— 進行USR計畫與產學合作計畫之工作會議。特別邀請文藻USR計畫總顧問暨教育部政務次長—蔡清華教授到場參與此次工作餐會。在和樂融融的氣氛下,進行了雙方在今年以來針對於新冠肺炎(COVID-19)之防治工作,以及協助新住民弱勢族群之服務工作上之心得與經驗交流,並檢視目前雙方產學案合作案之內容進度。
於餐會中,郭昭宏院長分享了自今年來小港醫院對於新冠肺炎(COVID-19)之院內防疫工作與經驗,以及在遠距醫療技術(Telemedine)之發展現況與其在遠洋漁船上之防疫應用。在場參與會議人員對於小港醫院之在防疫工作上之科技發展與工作辛勞,莫不皆表示讚嘆與欽佩。此外,洪志興副院長也分享了目前小港醫院對於推動國小空氣汙染與過敏之教育課綱制定與教學服務活動,以期紮根國小之基礎保健教育,以進行呼吸道疾病之早期防治工作。席間,文藻USR計畫主持人:廖俊芳老師,也分享於柬埔寨服務之工作感言,尤其感謝蔡清華次長在她於柬埔寨執行USR計畫期間大力幫忙,述說了透過政府的力量給予文藻USR協助,而得以順利完成柬埔寨服務工作之小故事;並詳細敘述了近期之USR工作內容,包含旗山國小之防疫教育志工服務工作,以及針對瑞儀光電公司之新移工的多語防疫衛教志工服務工作。
最後,在蔡清華政務次長之主持下,規劃了2020年之下半年度小港醫院與文藻外語大學USR團隊之跨界合作計畫方向:針對南部偏鄉地區進行新住民或新移工之義診服務、醫療與語言相關之教育服務工作,以落實”服務弱勢族群”之主要共同目標。

Tonight Wenzao USR Team (including Prof. Melody Liao, Prof. Yi-feng Tsai, Prof. Peter Chen, Prof. Janet Weng, Prof. Tai-liang Chen, Ms. Yolanda Chi, and Assistant Jollis Lin) and their long-term partners—the Management of Kaohsiung Municipal Siaogang Hospital (including Superintendent Chao-hung Kuo, Medical Vice Superindendent Chih-hsing Hung, Medical Secretary Huang-chi Chen, Director Chun-hung Chen of Department of Neurology, Director Gung-su Li of Social Work Office, Section Chief Po-an Su, Assistant Ya-hui Su, and Assistant Po-cheng Chiang) held a meeting at Lin Palace to discuss plans for the USR Project and related industrial-academic collaboration. In particular, Prof. Ching-hua Tsai, who is Wenzao USR Project General Adviser and now MOE’s Political Deputy Minister, was invited to join the discussion. A pleasant evening was spent on mutual exchange of experience and observation of service over Covidl-19 prevention and assistance to Taiwan’s new residents and the less privileged, followed by inspection of the current progress in collaboration cases.
During the dinner, Superintendent Kuo shared his experience of Covid-19 prevention in KMSH since early 2020 and the development of telemedicine, especially its application to epidemic prevention on board of deep ocean fishing vessels. Heart-felt admiration and respect from the participants of the meeting went overwhelmingly to KMSH for its technology and hard toil over the work. In addition, Vice Superintendent Hung shared KMSH’s efforts of promoting anti-air pollution and allergy prevention in elementary school curricular design and teaching activities to ensure health education on a firm base to prevent respiratory diseases at the earliest stage. Later in the meeting, Prof. Melody Liao, host of Wenzao USR Project, also shared her reflections on service in Cambodia. She expressed her gratitude especially to Prof. Ching-hua Tsai for his assistance, narrating an anecdote of how she managed to complete smoothly her USR mission in Cambodia with the help and support from the government. She further described in detail the recent tasks, including Hygiene Education English Camp in Cishan Elementary School and multilingual epidemic prevention education by volunteers to new migrant workers at Radiant Opto-Electronics Corporation.
Finally, hosted by Prof. Ching-hua Tsai, a scheme was designed for the second half of the 2020 cross-disciplinary and cross-industry collaboration between KMSH and Wenzao USR, targeting on services for new residents and new migrant workers in the rural areas of southern Taiwan and providing volunteer medical consultation and education related to medical care and language assistance so as to reach the common goal of “serving the less privileged.”
