高雄市立小港醫院與文藻攜手共創國際就醫無障礙 Siaogang Hospital and Wenzao join forces to increase the accessibility of International Medical Care
文藻外語大學積極推動大學社會責任（University Social Responsibility, USR）計畫，今天(26日)小港醫院與文藻外語大學簽署合作備忘錄(MOU)，加強雙方產學合作交流，推動台灣醫療服務的國際化，提升國際外語相關之產學合作量能，達到互惠多贏目標。隨著台灣社會環境變遷與風氣開放，跨國聯姻成為普遍的社會現象，國際移工在台已近70萬人。新移民及移工在就醫過程中，常面臨語言及文化的隔閡，無法精確表達自身的需求，獲得合宜的醫療照護，雙方都能看見此社會需求缺口，因而促成本次計畫。
Wenzao Ursuline University of Languages is an institution committed to the active promotion of it’s USR (University Social Responsibility) program. Today (May 26th), Wenzao University and Kaohsiung Municipal Siaogang Hospital came together to sign a mutual Memorandum of Understanding (MOU). The two parties did so in a bid to help strengthen cooperation between both industry and academics. At the same time, they hope to work towards the promotion of local health services, and to use foreign languages as a way to find new opportunities for further, mutually beneficial collaboration between them.
The social environment in Taiwan is undergoing rapid change, and transnational marriage is becoming more and more common. At the same time, there are now nearly 700,000 migrant workers making a living in the county. Upon seeking medical treatment, language and cultural barriers can complicate the process, making it harder for some migrant workers to get medical attention. These barriers also make it harder for workers to accurately express their medical needs and obtain appropriate treatment for their ailments. The resulting gap in coverage that arises must then be met head on with appropriate cost planning.
文藻外語大學校長陳美華表示，文藻國際醫療志工USR計畫自1年前開始執行，至今已有近70位老師、300位學生投入此計畫，我們看見醫療服務國際化的語言溝通及跨域人才培育的需求，除參與醫院專業服務（翻譯、行政支援、衛教文宣服務等志工），並共同開發就醫指南APP及新住民配偶孕媽衛教課程之相關教案等服務，以拓展學生的跨領域專業及溝通能力。
According to Chen Mei-hua, the president of Wenzao University, the program as already expanded to include nearly 70 teachers and over 300 students since it’s initial implementation a year before. The University also understands that there is real need for linguistic development, especially when talking about internationalization of medical services. Likewise, there is an equally great need for for the cultivation of talented individuals to work in these rapid changing landscape.
In addition to helping the hospital provide professional services (volunteers for translation, administrative support, service of patient education and brochure) the school is also working on a joint effort to create a new medical instruction app that can act as a medical treatment guide. Work is also being done to create teaching plans to help inform and educate new resident spouses who are pregnant and in need of prenatal care. The aforementioned programs will also help students by helping them engage in cross-disciplinary studies, while at the same time helping them to refine their languages skills.
文藻國際醫療志工USR計畫團隊為此次執行備忘錄的專責單位，該計畫主持人廖俊芳提及本USR計畫是以「培育跨域人才」和「實踐在地關懷」為兩大核心目標。並以關懷醫療語言弱勢族群為出發點，串聯學校及跨域、跨界資源，凝聚70位教師社群跨領域團隊力量，結合專業服務學習課程，推動國際醫療志工專業服務及多國語衛教文宣/繪本研製，希冀共創「醫療無國界，就醫無障礙」的願景。
The Wenzao International Medical Volunteer USR Project Team has been tasked with the implentation of the goals outlined in the memorandum. According to project leader Melody Liao, the USR project is oriented around two main goals: the cultivation of cross-domain talents, and administering local care. The goal is to help alleviate issues faced by disadvanted groups when seeking medical care, especially where language is concerened. The team will act as a starting point, a strong link that ties together all the vast interdomain and international resources involved. It will unite nearly 70 teachers from all across the community; all of which have their own interdisciplinary strengths and background. Together, they will help interact with professional educational services, promote and develop the international medical volunteer service, and help to create multi-language educational material and textbooks. All of this done in order to reach the larger vision of “medicine without borders, and access to medical care”.
小港醫院院長郭昭宏說，過去國際人士來台就醫多選擇北部就醫，但最近發現，高雄同樣具有發展國際醫療的潛力，在外語人才上有文藻外語大學為我們培育無數人才，醫療上我們擁有高醫醫療體系提供最完善的照顧，小港醫院就在機場旁，僅需十分鐘的車程，外籍人士便能得到良好的醫療照護，是目前高雄最具有潛力發展國際醫療的醫院。 As mentioned by Kaohsiung Municipal Siaogang Hospital Superintendent of staff Kuo Chao-hung, in the past, many non-native citizens looking for adequate medical treatment were oftentimes forced to travel to the north of Taiwan to receive care. In recent years though, Kaohsiung’s reputation for excellent medical care has been on the rise, garnering much attention for it’s potential for development. Now more than it’s becoming a shining example for internationalized medical care within the country. In terms of foreign-language skills and competency, Wenzao University is teaming a vast wealth of burgeoning talent. Medically speaking, Kaohsiung also has one of the most comprehensive medical care systems in the whole country. Kaohsiung Municipal Siaogang Hospital is situated close to the city’s international airport and foreign visitors are ever only a ten-minute drive away from receiving good medical care. If any hospital has the potential to develop its international medical care system, Siaogang is the one.
郭昭宏接著說，新住民配偶由於語言文化的差異，在醫療健康上難以向外界求助，為提升小港醫院國際醫療，除文藻外語大學派遣外語教師提升本院外語環境，未來將提供英語、印尼語、越南語、泰語及日語等語言服務，設計國際化的醫療與衛教文宣、宣傳影片及英文網頁，使得新住民配偶來到小港醫院能像回到家鄉，備感溫暖。 According to Kuo, differences in both language and culture make it hard for new foreign spouses to seek outside medical care. In order to remedy this situation and boost the hospital’s international health care service, Siaogang has enlisted the help of Wenzao and its bountiful well of foreign language instructors. These instructors will be sent in to help better the multi-lingual environment of the hospital. In the future, English, Indonesian, Vietnamese, Thai and Japanese languages services will all be provided, as well as multilingual medical and educational literature, promotional videos, and an English-language website. Through these efforts, the hospital hopes to better serve new resident spouses, and aspires to create a warm, friendly environment reminiscent of home.
小港醫院戮力推動國際醫療，文藻外語大學發展USR計畫，透過產學合作方式，雙方齊力台灣醫療服務的國際化，本次簽署合作備忘錄，結合雙方的優勢、資源，讓高雄成為台灣醫療觀光重鎮。 Kaohsiung Municipal Siaogang Hospital is continuously to work on promoting and providing international medical treatment, while at the same time, Wenzao University is also striving nurture and develop their own USR project. Through this momentous marriage of academics and industry, both sides will brush shoulders and work towards the betterment of the international health care system in Taiwan. The memorandum signed today will make use of the limitless pool of resources shared by both parties, and in doing so, they hope to make Kaohsiung the future focal point of medical tourism in Taiwan.
